Council Protocol - Part 1
General Protocol
- The Council looks over all things Elvaen.
- For each Elvaen Community, three representatives will be chosen and trained as Council members.
- All Council meetings are open to those Elvaen who desire to watch the activities, though onlookers are not to create or otherwise cause distraction.
- Any and All Council meetings, and records of, will be publically posted.
High Council
- Elvaen High Council members should always lead by example.
- Original copies of all records are to be held by the High Council. This Includes but is not held in limitation to records of Anissa, Lineage, Debe, Community Donations, etcetera.
- Those serving in the High Council are responsible for delivering any Reprimand found to be in order, as brought forward by the Sentry.
- Those serving in the High Council are responsible for maintaining a suitable Council environment, check in and treatment station for any interplanetary visitors, and records.
Local Council
- The Local Council is set up for records of those things local and for the guidance, placement, and organization of the peole, and ensuring the Eprodex is being followed.
- The Local Council watches over their individual communities outgoing and/or incoming donations to/from other Elvaen Communities.
- The Local Council is to develop schedules compatible with those who are within the 'rotation of service'.
Council Selection Process
- The Council selection process is performed during the early developmental years, in or around the bodily hormonal development, while attending the Elesee.
- Those chosen must be held enough in appreciation by their peers and friendly in personality, but mustn't be popular or unpopular.
- Those who are chosen must be trained in all areas of the community and as a Council members.
- Council training must be held as all other training.
The Three Representatives
- The three must be registered with and take part in the High Council, and perform continued training.
- The three Council members will alternate on a rotational basis, serving full time terms of 1/3 of a year, part time at 1/3 of a year, and off Council details 1/3 of a year. This rotation occurs without pause with the exception of the 'rotation of service'.
A Fourth Local Council Representative Position
- The Local Council also maintains a fourth position which is all inclusive and also held in a continual rotation.
- This position is filled by those in the rotation of service.
- All Elvaen are to serve in the Local Council just as any other career area during the rotational of service.
Expulsion of Council Members by Their Communities
- If a Council member is shown to be abusing or neglecting the position of Council, an expulsion may be necessary.
- Complaints must be delivered to and filed with, anyone of the Sentry Council, or if against someone serving as Sentry of which the complaint should be delivered to anyone serving in the High Council.
- The Reprimand for abuse or neglect of the Council position is; Immediate removal from the Council position for a period of 190 days and assigned detailed retribution to be given to their community. If a second offense, the offender will be given full expulsion but instead of detailed retribution, the individual will be placed into a new area of service.
- If a Council member has become medically unable to continue filling the position of Council, a removal may take place, however, this person will suffer 'no' Reprimand.
- When a seat in Council becomes unexpectedly vacant, another individual from the local community will be chosen to fill this position through both the desire to serve and the passing of examinations.
Council Protocol - Part 2
Concerning Trade:
For all items of 'Luxury', which are not necessary to a persons overall and basic development and continuation, are to be put in the Local community Market of which there is only to be one. - Tokens may be used in this effort.
Those items of basic community production such as food, minerals, or textiles are to be put forward into the Community gift exchange/donations program prepared for all neighboring Elvaen Communities - 'No' Tokens are used in this effort.
Definitions:
- Luxury - A material object, service, etcetera, available to give pleasure especially of the senses; usually a delicacy, elegance, or refinement of living rather than a necessity.
- Tokens - Tokens are physical, or otherwise identifiable, units used in making trades more manageable by those within a community. Throughout history many different types of units have been used and with more than many different titles held in attachment. Some of the units of exchange were done with shells, vegetation, animals, and stones. This was followed by a period of growth in which the advancing societies used metals formed into various, but generally flattened, shapes. As the metals were heavy and rather inconvenient, many of these societies moved into specialized papers. These linen papers were sturdy enough to handle many years of person to person exchange, however the problem lied in the ability for those who were not in control of the unit of trade to eventually duplicate these papers, making the actual awards meaningless. As the growth continued on, higher societies used systems of promissory notes, based on records of who has how many units of exchange at any given time.
- Award - An award is an item of representation, issued to people for those efforts above and beyond expectations. Throughout history Awards have been issued for many things, such as sporting events, games, reading, written works, etcetera. Some awards are large and metallic, some are in the form of jewelry, and others are papers that can be framed and set upon a wall. In many cultures Token Awards are issued for various reasons.
Regarding Services and Tokens:
- As services are not actual items, a card of interest may be used as representation.
- Though general services in exchange for Tokens are not acceptable by the Elvaen Community, those more unusual one's are acceptable. These can range from; on-demand spider removal, to an annual deep cleaning of ones home space, to the braiding of someones hair.
- Once the Market has received any currency of exchange for a providers card, the Tokens will be delivered sometime later but during that same 24 hour cycle.
- If there is for any reason a rush on a particular service item, and the income in question exceeds 100 Tokens, the remainder may be issued over the following consecutive days.
- Service cards should be designed with the inclusion of number of use, such as one time only, for the duration of a month, or whenever necessary until completion. The provider of the services should be informed of this and possibly given instruction if necessary.
Use of Tokens
- These units of trade, may be used for items of luxury, immediately upon receiving them, or held for future use.
- Tokens may be shared with another person if desired, but is in no way bound to such an action.
- Items of luxury may be given any rate desired by the creator, from a minimum of 1 to a maximum of 100 Tokens.
- These Tokens may be used throughout all Elvaen Proper.
Token Limitations:
- No more the 100 Tokens may be issued/exchanged to any one person and on any one day. This is set without exception.
- No more than 100 Tokens may be used by any one person and on any one day. This is set without exception.
- No written or verbal agreements will be made regarding long term payments, such as: Allowing an individual to pay over a period of time for an item set at higher than the 100 Token rate. This is also true of items set at the 100 Token rate or lower, being paid out from an individual over a any period of time.
- If for any reason an individual dies while in possession of Tokens, these units of exchange will be immediately dissolved.
Setting up of Tokens:
When Tokens are by records and not physical holdings, one has to keep up on the incoming and outgoing information. Some electronic equipment can be used for such information, making the process easier to manage. However, many times such equipment may not be available due to the many inevitable crisis' that occur from time to time during a specie's development. For this reason it is best to set up physical holding.
Dissolving of the Currency:
- Token designs are to undergo change annually, so one years unit of exchange will never be the same as a previous year.
- The annual change in Token design will be decided upon by the High Council.
- Tokens are only valid during one complete Shasar cycle. During the Shasar all Tokens will be dissolved or otherwise removed or ignored, and renewed for the upcoming year. This is to say that those Tokens earned during the early part of the year, and those Tokens earned during the later part of the year, will be dissolved on the very same day, to begin anew the following year.
- When the currency is dissolved and reissued during the Shasar period, a start up amount will be required to be issued to all residents of Elvaen Proper. This amount should be no less than 1 and no more than 100.
Ill Use of The Token System:
Anyone using the Token system in a deceitful or otherwise wrong manner will suffer the Reprimand of Theft.
Council Protocol - Part 3
The Days of Quazar:
Quazar is a rare enforcement issue, one in which personal overflow begins to become a normality rather than a problematic individual here or there. All belongings chosen to be held are to fit into an individuals Nexus. During a time of overflow, many people find difficulties in determining what items they prefer to hold, and which ones actually have little value... For them all are of equal emotional value. While this is a clear and obvious mental issue that normally would be managed through psychological means, when it becomes the norm, more drastic steps must be taken.
How to Initiate the Quazar:
- Give ten days public notice prior to any movement.
- On one day, go through each home in the Community and pull outside all items that are to fit into the Nexus in a single pile beside. You may need to request aid from all those who participate in the High Council and Sentry.
- Begin the task early, and plan to task for the duration of the day, if not more than one.
- Be watchful, as some will attempt to hide things in little cubbies of their home. The longer people have to rest in pause for their turn, the more apt they will be to begin hiding items. These items may have some importance to them, so don't just take these items away from as punishment for such attempts... Just have the individual make a decision regarding the items, as belonging or not within their Nexus.
- While there may be many tears, aid the individuals in sorting the large pile, so as some items go into the Nexus and the others into a box to be moved away. Here the person has the privilege to fold and squeeze as much into the Nexus as possible; however, they should be advised against it, for in the future they may not be able to fit anymore inside.
Further Management:
- Each person within the Elvaen Community becomes a 'Quazar' for a pre-determined period of time, and until the problem is believed to be under control. When people are again living comfortably in the confines of their belongings and positions, the task of Quazar can be put to rest until further necessary.
- Each Quazar will be responsible for up to ten individuals. A Quazar is responsible for assuring that each of their ten people have all to the requirements, such as shelter, food, clean water, emotional support, spiritual requirements, any physical support, and some opportunity open.
- A Quazar cannot hold charge over one of equal position, such as; Council over another Council, Botanist over Botanist, one in an Anissa with another involved in the same Anissa.
- A Quazar will meet with those in their charge at least one hour of each month, and one extra hour over the duration of the same year. During these visits the Quazar must be accompanied by another Quazar of the opposite gender, when visiting a charge of the opposite gender.
- A Quazar must keep a record of their findings and discussions that occur during the visits. These records, along with all records on those in a Quazars charge, will be given over to the High Council during the final week of the Elvaen Year. Research into any improprieties will be done during that week.
- Once the Quazar option has begun, it should not last beyond one full year, and best should be put to rest in a matter of days.
