Interplanetary (Protocol)

First Encounters

• Be observant... That which does not appear to be a vessel or a home may very well be. Carefully watch for signs of life within or upon.
• During a first encounter with any sentient being appearing to not be of the home planet, earn trust by permitting this specie room enough to be mistrustful.
• Upon an aggressive behavior, don't take action first but also don't back down. If weakness is ever noticed by another specie all respect may be lost.
• Always walk with strength of purpose and kindness in spirit while in the company of another specie. Movements should be smooth and alert.
• Gifts given by those Elvaen are only as gestures of kindness and never as trade.

General Protocol

• Honor the social structure of another specie but don't give up your own in the process.
• Don't negotiate on behalf of another entity unless it is for the best interests of Elvaen Proper.
• Only those Elvaen may be present during the use of Elvaen Sentry specific vessels, of any type.

Item Reception

• When first meeting with another specie, gifts may be in order. When receiving such gifts try to persuade them away from any plant or animal life forms.
• Sterilize anything received from another entity that may enter into contact with an Elvaen Environment. The Elvaen Habitats must not falter.
• Any item received from another specie will be entered into the Elvaen Library once it has been fully studied. It will remain within the Library that day forward.
• Under the supervision of an Elvaen Council member and a Sentry, all Elesee members will have a chance to look over and study off-worlder items before entering into the Library.

Elvaen as a Rest Area

• One individual of another specie up to a group of seven individuals may visit Elvaen for a period of up to 14 days, upon completing the check in and treatment station.
• If there are more than seven individuals who desire to visit among Elvaen, they may do so but only on a rotational basis over the period of the same 14 days.
• Visitation to Elvaen will not be open for the same specie upon completion of the 14 day period for the duration of one year.
• This 14 day period may be broken up over the span of one year, such as a day here and three days here and so on, but no more than 14 days total over the period of one year.

Civilian Exchange

• At no point is Elvaen to be used as a safe place for any individual of escape.
• Only one representative of a particular specie may remain in any Elvaen community at one time.
• This representative may remain in the Elvaen Community for the period of two years.
• If this representative desires to return for whatever reason, this one may do so once a period of ten years has passed and no other representative of this specie is present as an exchange at the same time.
• Any personal items to be brought into Elvaen Community or onto an Elvaen vessel must be fully acceptable by those Elvaen at the check in and treatment station.
• If at any point a particular individual or item is viewed as a threat or danger to those Elvaen or Elvaen Proper, this individual or item is to be immediately vanquished from that point on. Elvaen may provide a reason to the other specie committee but it is not a requirement to do so.

Anissa
An Anissa that may take place with another specie will be recognized as is. However, any offspring that may occur from such a relationship won't be considered Elvaen, except under the express order, permission, or advisement of the Elvaen High Council, such as during a time of a low reproduction crisis.
